Step 1: Prepare the Masa Dough

In a large bowl, mix together 2 cups of masa harina (corn flour) with 1 teaspoon of baking powder and 1 teaspoon of salt. Slowly add 1 cup of chicken or vegetable broth to the flour mixture, stirring with a wooden spoon until the dough is soft and pliable. Cover the dough with plastic wrap and set aside.

Step 2: Prepare the Filling

In a large saucepan, heat 2 tablespoons of vegetable oil over medium-high heat. Add 1/2 cup of onion and 1/2 cup of bell pepper and cook, stirring, until softened, about 5 minutes. Add 1 1/2 cups of cooked chicken or pork, 1/2 cup of cooked black beans, and 1/2 cup of salsa and cook, stirring, until heated through, about 5 minutes. Season with salt and pepper to taste.

Step 3: Assemble the Tamales

Lay a piece of parchment paper on a work surface and spread 1/2 cup of the masa dough in a 4-inch square. Place 2 tablespoons of the filling in the center of the dough. Fold the corners of the dough over the filling and form a packet.

Step 4: Cook the Tamales

Preheat the oven to 350 degrees Fahrenheit. Place the tamales in a baking dish and pour 1/2 cup of chicken or vegetable broth into the bottom of the dish. Cover the dish with aluminum foil and bake for 30 minutes. Remove the foil and bake for an additional 15 minutes. Serve warm.
